Salary: $55,000-65,000

The Borough of Gettysburg is looking for a dynamic and forward-thinking Parking Manager to oversee a modern and impactful municipal parking system in one of the most visited historic communities in the country. About the Role

As Parking Manager, you will serve as the Borough’s subject matter expert on parking operations, policy, and innovation, overseeing everything from daily enforcement to long-term strategic planning.

You’ll lead a multi-faceted program that includes:

· On-street parking, garages, and surface lots

· Modern enforcement and citation systems

· Revenue optimization and financial oversight

· Emerging mobility initiatives like EV infrastructure and transportation demand management

This is both a big-picture leadership role and a hands-on operational position, ideal for someone who can think strategically while staying grounded in day-to-day execution.

What You’ll Do

· Lead all parking operations, including on-street parking, garages, and surface lots

· Advise borough leadership and council on policy, planning, and performance

· Oversee advanced systems such as license plate recognition, mobile payment platforms, and citation management

· Manage vendor partnerships to ensure system performance, security, and reliability

· Develop and implement parking strategies, policies, and pricing models

· Prepare and manage budgets, revenue, and financial performance

· Coordinate with the Police Department, Public Works, Planning, and Finance

· Engage with the public, address concerns, and present at meetings

· Supervise and develop parking staff

· Resolve customer issues and enhance the user experience

What We’re Looking For

Minimum Qualifications:

· Bachelor’s degree in Business, Planning, Public Administration, or related field

· 3-5 years of relevant professional experience

· 3-5 years of supervisory experience

· Valid driver’s license (or ability to obtain)

· Ability to maintain any certifications or credentials required

Key Strengths:

· Experience with parking systems, enforcement, or municipal operations

· Strong financial, operational, and analytical skills

· Ability to manage vendors, technology, and staff

· Strong communication and public engagement skills

· Sound judgment, especially in high-contact or conflict situations

Preferred:

· Pennsylvania municipal or authority experience

· Parking or Public Administration certifications (CAPP, CPP, CPM)

· Experience with parking technology systems or union environments

Work Environment

This position includes both office and field work, with regular presence in parking facilities and town areas, and occasional evening meetings.
